The Tamil Nadu government has announced the Electric Vehicle
Policy 2019, which exempts all battery-operated Vehicles (Electric Vehicles)
from motor vehicle taxes in the state in order to encourage the adoption of
electric vehicles in Tamil Nadu. The Tamil Nadu government will concentrate on
legislative initiatives that support EV marketing and manufacturing in the
region.
The Tamil Nadu government will offer incentives and
concessions to encourage investment in businesses that produce electric vehicles,
batteries for them, charging infrastructure, and other related equipment.
Additionally, it is anticipated that the network and
diffusion effects will result in the creation of an initial market through
demand-side incentives, and the development of charging infrastructure will
support the development of an EV usage culture in the state. For each class of
vehicle, the state will have the following vision.
Tamil Nadu Electric Vehicle Policy 2019 Highlights
By
2030, electrify 5% of buses annually and transform shared mobility fleets. |
Institutional vehicles, and e-commerce
delivery and logistics vehicles to EVs by 2030. |
Within
ten years, Convert all auto-rickshaws in six important cities with electric

start-ups. |
Establish

100% exemption on electricity tax till 2025. |
Incentives on the Purchase of Electric Two-Wheeler

100%
road tax exemption will be provided till 30.12.2022.
·
According
to the notification from the Government of India, registration fees will be
waived.
Incentives for Private Cars by Tamil Nadu Government
·
To
switch to electric vehicles, private car owners will be urged.
·
Waiver
on Registration charges/fees will be done as per the Government of India’s
notification.
·
Road
tax exemption will be enhanced from 50% to 100% till 30.12.2022.
EV Incentives for Transport Vehicles Such as Taxi, Tourist
Cars, etc.
·
Taxi
permit fees for electric vehicles will be waived until December 31, 2022. All
electric vehicles will be exempt from road taxes entirely until December 31,
2022.
·
According
to the notification issued by the Indian government, registration fees will be
waived.
·
STUs
will be provided with subsidies to enable the purchase of EV buses.
Incentives on the Electric Auto-Rickshaws
To be issued e-Auto Permits that have been approved will
follow an Open Permit System. The Department of Transportation will announce
the list of authorized e-autos. Additional incentives will be provided in the
form of:

Auto
Rickshaw permit fees will be waived for e-autos till 30.12.2022.
·
100%
Road Tax exemption for e-autos till 30.12.2022.
·
Waiver
on Registration charges/fees will be done as per the Government of India’s
notification.
Incentives for Light Goods Carriers (including Three-Wheeler
EVs)
·
For
three-wheeled goods, e-carriers, and electric light goods carriers, there will
be no need for a permit.
·
100%
Road Tax exemption for all e-carriers registered till 30.12.2022.
·
Waiver
on Registration charges/fees will be done as per the Government of India’s
notification.
EV Incentives and Support for Charging Stations
The presence of charging stations is a significant factor in
the adoption of EVs, according to experience in other cities around the world.
The goal of the Tamil Nadu EV policy is to foster an environment that will
facilitate the development of both private and public charging infrastructure
in the state. The State Government is dedicated to the following in this
regard:

The
Government will develop schemes with an appropriate capital subsidy to enable
private operators to set up public charging stations.
·
With
the active assistance of public sector organizations like TANGEDCO and private
players, the State will invest in the construction of charging stations.
·
In
commercial structures like hotels, shopping centers, movie theatres,
apartments, etc., charging stations will be provided.
·
The
Government will take an effort to set up 3*3 Grid charging stations in Chennai,
Coimbatore, Trichy, Madurai, Salem, and Tirunelveli.
·
One
charging station will be set up at 25 km intervals on both sides of NHAI and
State Highways.
