The first 10,000 e-cycles sold in the city will receive a subsidy of Rs 5,500 each, the Delhi government announced last month. According to the Delhi Electric Vehicle (EV) Policy, the first 1,000 purchasers of passenger e-cycles will also receive an additional subsidy of Rs 2,000, said Transport Minister Kailash Gahlot.
The operational guidelines for the purchase and scrapping incentives for e-cycles provided under this policy are listed below. With immediate effect, the rules are announced.
Demand incentives must be used to purchase both passenger and cargo electric vehicles so that they are built with cutting-edge battery chemistry. Additionally, if the e-cycles (both passenger and cargo) meet the following eligibility requirements, they may be eligible to receive demand incentives:

The first 5,000 purchasers of heavy-duty cargo e-cycles and e-carts for commercial use will receive a subsidy of Rs 15,000 each from the government.
Before, the subsidy was only given to individual e-cart purchasers, but now, according to officials, a company or corporate house purchasing these vehicles will also receive a subsidy of Rs 30,000. To help lower the amount of pollution in the city, the government intends to promote e-cycles. Residents of Delhi who have an Aadhaar will receive the incentives.
People will find it easier to make a decision with the help of the operational guidelines regarding businesses and models that qualify for the program as good quality e-cycle prices range from about Rs 25,000 to Rs 30,000. According to officials, the cost of the cargo e-cycles is between Rs 40,000 and Rs 45,000. They claimed that there are numerous e-cart models with prices ranging from Rs 90,000 to almost Rs 3 lakh. To improve delivery services and last-mile connectivity in the city, the government is working to mainstream the e-cycle industry.
The government is focusing on establishing charging infrastructure throughout the city in addition to promoting electric vehicles.
According to officials, the three discoms in the city—BRPL, BYPL, and TPDDL—have so far installed 168 EV chargers at 112 locations, including homes, shopping centers, markets, and hospitals. The majority of these chargers were installed in South Delhi by BRPL.
According to rule 126 of the CMVR, 1989, all e-cycles (with pedals) must be certified by a designated testing agency in order for them to comply with the CMVR requirement as per the exemption criteria certified in GSR 291 (E) dated 24.04.2014.
